On October 10, 2024, the Hanoi Law University (HLU) appointed Assoc. Prof. Dr. Nguyen Ba Binh, Head of the International Trade Law Department as the new Vice Rector for the 2024-2029 term.
According to Deputy Minister of Justice, Mrs. Dang Hoang Oanh, after more than a year, Hanoi Law University had finalised its organisational structure. Assoc. Prof. Dr. Nguyen Ba Binh is a lecturer with solid academic training both domestically and internationally, having served in various leadership roles. Assoc. Prof. Dr. Nguyen Ba Binh also had experience in union work, scientific research, and teaching. The Deputy Minister was confident that Assoc. Prof. Dr. Nguyen Ba Binh’s skills, responsibility, and enthusiasm would enable him to succeed in his new role. He urged Assoc. Prof. Dr. Nguyen Ba Binh to learn from previous leaders and learn more about regulations on management. He also hoped the Council of the University would maintain unity, consensus and democracy, as well as support Assoc. Prof. Dr. Nguyen Ba Binh in his duties.

On behalf of HLU’s Council, Chairman of the Council Dr. Chu Manh Hung acknowledged the Deputy Minister’s guidance and hoped that Assoc. Prof. Dr. Nguyen Ba Binh would soon begin his work with dedication, commitment, solidarity and responsibility. With Assoc. Prof. Dr. Nguyen Ba Binh’s extensive experience, consensus among the University’s leaders and the direction of the Ministry of Justice, the University’s Council believe in the success of Assoc. Prof. Dr. Nguyen Ba Binh in his new position.

On behalf of HLU, Rector Dr. Doan Trung Kien expected Assoc. Prof. Dr. Nguyen Ba Binh to thoroughly understand and implement the guidance of Deputy Minister Mrs. Dang Hoang Oanh and the Chairman of the University Council. He emphasized the importance of Assoc. Prof. Dr. Nguyen Ba Binh adhering to his commitments. Dr. Doan Trung Kien also urged the staff to continue supporting Assoc. Prof. Dr. Nguyen Ba Binh in the work assigned to him by the Communist Party of Vietnam, the Ministry of Justice, Deputy Minister Mrs. Dang Hoang Oanh, and the University's leaders.

In his acceptance speech, Assoc. Prof. Dr. Nguyen Ba Binh acknowledged new and complex challenges ahead, especially in the context of university autonomy and digital transformation. The new Vice Rector understood the importance of the policies and guidelines of the Party, the laws of the State, and the university’s regulations. He emphasized the need for unity and cooperation within HLU’s leaders, divisions and staff to contribute to the university’s sustainable development responsibly and creatively. This includes the tasks outlined in Decision No. 1156/QD-TTg by the Prime Minister establishing the Overall Scheme on further building Hanoi Law University and Ho Chi Minh City University of Law into key universities in training law officers. Assoc. Prof. Dr. Nguyen Ba Binh also pledged to stay approachable and listen to the concerns of the staff and students, ensuring all feedbacks are properly received and addressing issues promptly and responsibly.

The new Vice Rector Nguyen Ba Binh looked forward to the guidance and support from the Ministry of Justice and the Party Committee of the Group of Hanoi's Universities and Colleges, as well as from leaders of HLU including the University’s Party Committee, Council, and Governing Board. He also wished to receive further support and collaboration from the university's key leaders, faculty, staff, and students across the institution.
