VIAC Welcomes and Holds a Meeting with the Delegation from the Shaanxi Provincial Department of Justice, China

On 24 June 2026, at the headquarters of the Vietnam International Arbitration Centre (VIAC), representatives of VIAC's leadership welcomed and held a working meeting with a delegation from the Department of Justice of Shaanxi Province, China, led by Mr. Yang Zhengguo, Director of the Department of Justice of Shaanxi Province.

At the meeting, Prof. Dr. Le Hong Hanh - President of Vietnam International Arbitration Centre (VIAC), warmly welcomed the delegation from Shaanxi Province and expressed his appreciation for their visit and proposals for future cooperation with VIAC. He noted that the meeting provided an excellent opportunity for both sides to gain a deeper understanding of the development of arbitration and alternative dispute resolution (ADR) in their respective jurisdictions, exchange practical experience, and explore promising avenues for collaboration.

Introducing VIAC, Prof. Dr. Le Hong Hanh shared that VIAC, together with its affiliated institutions, the Vietnam Mediation Centre (VMC) and the Vietnam International Arbitration Research and Training Institute (VIART), is committed to a common and consistent goal of building a comprehensive ADR ecosystem, thereby laying a sustainable foundation for the development of ADR in Vietnam.

On behalf of the Shaanxi delegation, Mr. Yang Zhengguo - Director of the Department of Justice of Shaanxi Province, expressed his appreciation for the meeting and its significance in laying the groundwork for future cooperation between the two sides. He emphasized that Shaanxi enjoys significant advantages thanks to its strategic location in the heart of mainland China, its rich historical heritage, and favorable natural conditions. These strengths have contributed to the province's dynamic economic growth and attractive investment environment, which in turn have driven the development of the commercial arbitration market to meet the demands of international integration.

During the meeting, Mr. Vu Anh Duong - Permanent Vice President cum Secretary General of Vietnam International Arbitration Centre (VIAC), provided an overview of VIAC's operations, key statistics, and major milestones. Over more than three decades of development, VIAC has administered thousands of disputes across a wide range of sectors, involving parties from numerous jurisdictions worldwide. Notably, for many consecutive years, parties from China have consistently represented the largest share of foreign parties in cases administered by VIAC, with disputes primarily arising in sectors such as import and export, construction and infrastructure, and banking and finance.

On behalf of VIAC, Mr. Vu Anh Duong expressed the Centre's readiness to cooperate with the Xi'an Arbitration Commission (XAAC) in professional and communication activities, while expressing the hope that the two institutions would soon engage in more in-depth discussions to translate these opportunities into concrete and meaningful cooperation in the future.

In addition, Ms. Nguyen Thi Mai - Director of the Vietnam Mediation Centre (VMC) under VIAC, introduced VMC's mediation services and provided an overview of the development of commercial mediation in Vietnam. She also invited the Shaanxi delegation to share insights into the current development of mediation in China in general and in Shaanxi Province in particular.

In response, Mr. Yang Zhengguo observed that mediation in China is currently undergoing a process of standardization, leaving considerable room for further development. He noted that most arbitration institutions in China operate their own mediation centres alongside a network of independent mediation institutions. Notably, over the past two years, the number of newly established mediation centres has even exceeded that of arbitration institutions. This trend reflects the growing demand among businesses for commercial mediation as an effective and flexible dispute resolution mechanism that also helps preserve commercial relationships after disputes are resolved.

Following the discussions, Mr. Yang Zhengguo spoke highly of VIAC's extensive experience in institutional development and operational management, describing it as a valuable reference for the Xi'an Arbitration Commission (XAAC). Through the facilitation of the Department of Justice of Shaanxi Province, he expressed his hope that VIAC and XAAC would strengthen professional exchanges and share practical experience in the years ahead.

Sharing this view, Prof. Dr. Le Hong Hanh, President of VIAC, remarked that VIAC and XAAC share many similarities, including their periods of establishment and the challenges they have overcome in their respective development journeys to achieve their current scale and standing. He noted that this common experience provides a strong foundation for mutual understanding and creates favourable conditions for the two institutions to pursue more comprehensive exchange and cooperation programmes in the future.

The meeting concluded in an open and constructive atmosphere, with both sides engaging in a fruitful exchange of practical experience and insights. It laid a solid foundation for future cooperation between Vietnam International Arbitration Centre (VIAC), Xi'an Arbitration Commission (XAAC), and the Department of Justice of Shaanxi Province. Through closer collaboration, the parties aim to promote dispute resolution mechanisms that are efficient, transparent, and business-friendly, thereby strengthening the confidence of the business community and fostering a stable and sustainable investment and trade environment for both Vietnam and China.
