Given the substantial capital requirements and complex, long-term nature of urban development projects, public-private partnership (PPP) is an important mechanism for leveraging the State’s enabling role and mobilizing the resources and expertise of the private sector. However, implementing PPP projects amid the evolving legal framework for urban development raises various legal and practical challenges that require further examination and clarification.

The Investment Legal Support Forum (ILS Forum) is an annual event co-organized by the Vietnam International Arbitration Centre (VIAC) and the Investment and Trade Promotion Centre of Ho Chi Minh City (ITPC), under the direction of the People’s Committee of Ho Chi Minh City.

Initiated in 2023 with the goal of enhancing legal support for investment activities, the ILS Forum serves as a platform for dialogue and knowledge exchange among policymakers, legal experts, investors, and the business community. The Forum focuses on identifying legal obstacles, updating regulatory developments, and proposing practical policy recommendations to improve the efficiency of investment implementation.
